The Judge Fee is included in all packages, the following information required an extra fee which is separate from the package: The following requirements involve extra fees not included with any of the packages: Blood Test (the blood test must be performed at the hotel with an extra charge of approximately $50 USD per couple). Mexican law requires four witnesses for a civil wedding ceremony (2 for the bride and 2 for the groom). Witnesses must be over the age of 18 and present photographic ID. Foreign witnesses must also be in possession of a tourist card. The witnesses are required to stand beside the couple during the signing ceremony; therefore it is advisable to select people from your wedding party. Hotel employees may serve as witnesses for an extra fee of $15 USD each. Interpreter Services. Mexican law requires that the civil ceremony to take place in the Spanish language. $15 USD fee.
